The structure that you choose should not block the flowering plants from receiving sunlight.
You also will want to choose something that has a decorative appeal so that it will beautify your property and not take away from the overall 'look' that you are trying to achieve with the flowerbed. If the soil is dry on the day that the border is being added, use a watering can or garden hose that has a nozzle on the end of it to dampen the soil.
Damp soil won't be as likely to blow around as you are installing the landscaping materials. Line the rocks, blocks, or stones along the edges of the dirt that surrounds the bed.
